By end 2012, institutional, legal and financial systems in place for Romania to implement a “new model of development cooperation” in line with applicable OECD-DAC standards and responding to the evolution of the global aid architecture, in pursuit of active implementation by Romania of the Paris Aid Effectiveness Declaration (2010-2012).

Support to the Ministry of Foreign Affairs to develop its capacity in implementing ODA projects 2

The UNDP will support the Ministry of Foreign Affairs to develop its capacity to implement ODA-funded projects. The programme is intended to support Romania’s efforts to become a lead donor of development assistance in the priority countries and regions of Romania’s international development cooperation policy. The programme implementation is also part of the larger objective to better define the niche areas in which Romanian ODA can be most effectively channelled and to set up the institutional framework of the Romanian Training Centre for Post-conflict Reconstruction that will ensure the sustainability of efforts in this area.

Project Background

After joining the EU in 2007, Romania upgraded its former status as a Recipient of Official Development Assistance (ODA) country, to that of a Donor state with a perspective to achieving the Millennium Development Goals (MDGs) both nationally and globally, the latter by delivering development assistance to low and medium income countries.

Project Objectives

The general objective of the project is to develop the capacity of the Ministry of Foreign Affairs to implement ODA-funded projects, to help better define the niche areas in which Romanian ODA can be most effectively channelled and to support setting up the institutional framework of the Romanian Training Centre for Post-conflict Reconstruction that will ensure the sustainability of efforts in this area.

Expected Output & Planned Activities

Implementation of two specialized training programmes on Post-Conflict Reconstruction and Recovery to enhance the capacities of various actors in the field to respond to the multi-dimensional needs of post-conflict recovery;

Training addressed to diplomats in the Caucasus – Central Asia region to ensure the know-how transfer from the Romanian diplomats towards their counterparts;

Training addressed to senior official from the Republic of Moldova to ensure the transfer of know-how and good practices in international relations and diplomacy;
